Feeling lucky? Well, the Grand Victoria Casino may just be your thing. That luck has been translated into financial prosperity for the City of Elgin, as well as thousands of patrons. The river boat opened in 1994 as part of the City's efforts to re-develop the downtown area. It draws about 10,000 visitors a day to the city. The city's share of revenue from the casino has been used for major improvement projects and neighborhood revitalization. One example is Festival Park (#3 on map) located just to the north of the river boat. These public space improvements have encouraged private investors to build new condos and other developments in nearby areas.
